i asked for info and someone kindly replied. things i will be looking for

According to the new Law on Drugs, foreign sponsors
may apply for clinical trial authorization under two
circumstances:
1. As part of the registration process for a new drug in
Russia (marketing authorization) or,
2. As part of an international multi-country study (if is
the study is not conducted for purposes of registration
in Russia).

I will research this flow chart and see if I can find any upcoming or recently passed dates for review:

I will look up all authors name on the pre-print and cross reference prior russia studies. it was by looking up the authors names and brilacidin where b was mentioned on page 308.
i will check in on our new trial manager(s), potential cro, potential cdmo links, current advisors and whatever else to try to find that 1 breadcrumb that will confirm the suspicion. Who knows, before the time i finish my search ipix would have already made the info public.... (not holding my breath on that last part)

and if biorasi is our cro, our chances of an expedited overseas human clinical trial looks good
