It has not been "stated" anywhere, merely a optimistic logical deduction from the process involved. The spectrum auction is scheduled for December. This is just the auction. Negotiations after the auction will require several months to conclude before the winners close the purchases won in the auction. Moreover, the transition requires replacement of existing satellites currently on orbit. Those are currently on order but not as yet delivered or launched. Once those items are near completion funds will be made available to earth station operators to purchase the needed equipment to maintain their existing programming on the new satellites.

None of the above will "increase revenues" to operators like Telco. They will only remain whole for the needed replacement equipment.
