PBLS has been known to say they want to enter the affordable housing markets not only in LA but Michigan and other areas as well. They supposedly have a new type of building method that can supply housing at an affordable cost while turning a nice profit. I believe these two guys were hired to control and operate that new division of Phoenix....

Also, this type of news is just an update and the company knows this as well. I was told that any news the company considers powerhouse would only be announced during market hours. They won't do pre market PR'S that could move the price at the open and create a gap up. I understand they are receiving advice from a market saavy consultant.
