This is what the language from the Q actually says:

...'announces today that an overseas Clinical Trial Application (CTA) has been submitted to the governing health agency, with a U.S. Investigational New Drug (IND) application also to be submitted this week to the FDA'



Please note the placement of the 'comma' after 'agency' and before 'with a U.S Investigational New Drug'

The company would file an IND with the FDA for overseas trials. Perhaps therein lies the “confusion”.
