Zhang gained custodianship prior to October 23rd,2020. Meaning no one else could use the domain name DRGV.US with GoDaddy because you would duplicate domain names. Meaning who ever set it up with GoDaddy must have a connection with DRGV. Meaning you'd have to be the custodian of DRGV to have access.
