Not at all. Most likely he was expecting them to sign the contract. Completely out of anyone's control, the client makes the overall decision when to move forward with a project. Difficult position to be in when shareholders want an update. If he does it, and there's a delay, its carrot dangling, if he stays quiet, he's gone dark....cant win either way...lol
