The old 5 yr low was .0015 back in February 2016. I have yet to see a Reverse Split work out in favor of investors. PT’s lack of fiscal responsibility and his freewheeling style of issuing great deals(certs) for funds, and blowing out the share count has been very costly to shareholders. The ultimate was the behind the scenes funding of a JV partner who was portrayed in Filings and PR’s to be the source of funding for the Elena operation themselves. Now with the R/S , the dilution will most likely ramp up again with the new notes coming due.
