I've been hearing a lot of talk about OPTI lately, so I naturally went to the EDGAR website to look up what they have. This is what confused me. They de-registered on 2/27/2019 with a Form 15-12g.
On 8/31/2020, they filed a Form SC-13G, and on 11/4/2020, they filed a Form 8k.

According to the SEC, there are only three options to bringing a delinquent filer current http://www.legalandcompliance.com/securities-resources/bringing-delinquent-exchange-act-reporting-companies-current/:
1. File all past due exchange act reports which they have not done.
2. Request permission for and file a multi-year comprehensive Form 10-K which they have not done.
3. Terminate exchange act registration by filing a Form 15 followed by a Form 10 registration statement which has not been completed.

I don't get it.
