Well i don't know the regs for that area but alot of times when your talking about the meter and outside wiring it could be that Appalachian has the out side boxes locked or BFCH could not be allowed to open them. Same with the dug in power cables. If there main lines laid by Appalachian then BFCH wouldn't be allowed to mess with them. Not saying they couldn't still do it anyway but not sure what the repercussions could be if they did.
