(IMO), It does not matter if you call it a shell or a blue chip, they all have risk, and it is their debt they sell.

In fact, any stock, I repeat, "ANY STOCK" is all about risk! Fact!

So an organization, such as the OTC, should not be in the position to pick winners or losers.

Every stock is a crap shoot. Eventually all stocks flame out.

In fact, when anyone purchases a stock, you are actually betting on a companies debt. If a company creates more debt, the higher the risk. When that company reduces its debt, the lower the risk. But in the end, risk is all that remains in investing.

Some people believe they are betting on the "Great Management" of a company, which sometime can be a distraction from the companies debt position. (Look at GENERAL ELECTRIC as an example)

Hence: A new CEO is introduced with hopes of creating the impression they are "Righting The Ship". In essences, this move is really to (change the narrative) with hopes of "regaining investor confidence" to induce future investing in their stock.

The market(s) are "THE BIGGEST CASINO" in the world. All it does is sell debt risk!

All my opinion, of course.
