I’m thinking this is tied into potential 3M PPE for N95s and gloves. You have buyer and seller mandates for huge Govt contract deals and hedge fund managers, outside 3rd party businesses all getting into the action. There are huge cage codes funded by the US treasury etc that award deals. They could be a part of a deal facilitating the sell of said PPE. I do know the background of these PPE deals that are ongoing.
