think a doctor could encourage people to join a trial without informed consent and actual need

what I was wondering is if a doctor sees a certain medicine being effective on some of his patients, I would think he would recommend othyer patients in need to join a trial on the chance that his patient would be helped..never said anything about uninformed consent or without actual need
