I have no idea about years ago. The tweet someone posted recently stated fins on or before 11/15. The SEC considers tweets as a formalized way to reach out shareholders and can be held liable for the contents there in. I'm not an expert by any stretch. However i have been interviewed via zoom with, DOJ, SEC and a Postal Inspector simultaneously, so i know it's a real thing. Definitely within the CEO's right to be a douche, but crossing that line of manipulation on a constant basis, and one can be held liable.
