Those buys very probably market makers covering their shorts on the last trading day of the month.

New long-term bull market from Oct. 16, 2008 (+6 months for
underbubble overreaction) to Feb. 5, 2018 (+6 months for overbubble
overreaction). Dow tops out at about 26,500 resistance, then goes generally down for ~9 years. IMHO.
