Here's the quote, from Celeste M. Brown (Fnma CFO):

"We anticipate the finalization of FHFA’s proposed capital rule late this year or early next. We estimate that our total regulatory capital requirements under the proposed rule, as written, would be approximately $160 billion, which includes over $120 billion of common equity tier 1 capital. The increasing capital requirements, as compared to conservatorship capital, reflects our new buffer requirements, the risk weight floor, and reduced capital relief from CRT."
