I think the terminology "just granted" is a very "relative" term and I've seen this several times before, so they're probably just regurgitating info from Relief's source announcements/publications.

Now as far as the "emergency" part... I'm not sure, but I doubt these guys have any "inside scoop" that we wouldn't see everywhere else. It's not likely how the news will break.
