The potential consequences for the Melbourne project and why Seafarer’s drug their feet.

In order to know they "drug their feet" you would have to know intent on their part and no state paperwork can show that. In other words you would need something from Seafarer stating that's what they were doing, otherwise it's just speculation on your part.

Um, one more thing or as Columbo would say "something's been bothering me", how do you know the company did something nefarious at all in this situation if you don't already have proof?

Also, this appears to be a case where you are claiming some ill intent without proof and then when the paperwork from the state comes you will try your best to make it fit hoping to fool a potential shareholder in to not investing by overwhelming them with misinformation.
