You are literally lying to people. If you read the techwatch website, it says “Note: TechWatch submissions are not considered for potential funding” it is purely a meeting to talk to USG personnel. Could mean something or nothing but definitely does not mean the same as OWS. This pdf also has a date of 10/5/2020 on it. Nothing new.
