Increase shares, give divy, RS to decimate ALL RETAIL SHAREHOLDERS AND START OVER

I dont see how they pull this off without....

increasing the AS. I cant see where an RS gets them. They still owe PURA the 1:1 divy whether or not they do a RS. Doesnt mean they may not do an RS farther down the road, but first they need to pay their debts to PURA and KALY. Only way out I see is: 1) increase the AS; 2) pay off the debt;
3) do a RS to shrink the AS back to a reasonable size.
