What stood out on my first quick go-through is that he keeps on stressing on Collins being direct claim. I recall that Collins also included derivative claim. Will have to verify. The other item that stood out is that Collins was polite in accusations of the swindle. The Solicitor General repeatedly used much harsher language in describing Treasury's actions. But then defends the actions by claiming they are legal.
