I have looked for scans that you can run on a WEEKLY rather than DAILY basis (like "tell me when a weekly Williams %R closes above -80...") and I find that there is no reliable way to do that... yet...

If anyone has access to a Bloomberg Terminal, this may be a way to do it... but if you have not priced that lately:

...subscriptions to the Bloomberg service... costs between $1,750 and $2,100 per terminal per month
