You're right. It has been proven that those countries have been major recruitment grounds for criminal entities/organizations and even terrorist groups that are trying to damage the economies of certain countries by attacking their companies.

They are also major recruitment grounds for illegal, "Short and Distort", trading companies looking to build their BS machines to try and "Distort" the truth about companies they are shorting.
