The DEP and USACE permits expired in Dec 2013......and

Dr. Parsons already told Kyle Juno can't be permitted because it's in a preserve area. If they can't disturb Melbourne without USACE and DEP permits, the same would apply to Juno. Regardless, Dr. Parsons said it's off limits.
