One possibility I can’t shake, is that Ward can’t/won’t release PR until the next group of Infrastructure projects are announced (according to the CCE) in November. We were all convinced for the longest time that he COULDN’T release substantial PR until our projects were first announced... all the way up until this Mexican Government document was released. Since then, we’ve changed our tune to awaiting the imminent PR. I’m just saying, maybe we ought to brace ourselves with what we’ve always thought and listen to the Mexico business council as they play a major role in the announcing of infrastructure projects.
I suppose it’s possible what the CCE meant by November, was November 1st or 2nd.. right before Election Day. But who the heck knows. Your theory about US government pressure on Mexico makes me think this is possible. Also, If Mexico prefers a fossil fuel friendly northern neighbor to ship them truly cheap gas, it’s probably in their best interest to announce the projects Nov 1st or 2nd at the latest to help encourage the re-election of Trump.
