That is a complete sentence with the end descriptor of ""WHEN REMOVING OR RESTORING MESSAGES" A moderator furthering their agenda by using the moderation privilege deletion or restoration of posts ONLY.
As is any member, a mod can POST to the board anything they want as long as they are within tos.
Your only recourse is to report the mod if they are removing/restoring and the admin will decide.

And YOU decide the veracity of an authors post and can report a tos if you think it's worthy.
