It looks like they gave up on the stock and traders in the sub sub penny. They want to do everything after the RS now. They trapped themselves. They can't dilute at this stage because they don't have enough shares uncommitted. They want to do it from up there and this is why they kept the AS high on purpose to cause a scare and shake the tree hard. After the RS, the stock will open between 0.05 and 0.1 and will climb up from there.
