Relying on some very old and tired brain cells, so I'd encourage anyone who finds fault with the following to speak up.
In the process of researching this Price guy and trying to find out if there was ANY evidence of waste recycling success in the US of A in his background I found a transcript of a meeting he and some sidekicks had with a city commission that included Price being advised that the locales existing recycler had said that any operational changes that would come about as the result of a change in service providers would not only cost the recycler revenue but would be EXTREMELY difficult to UNDO. The City was told that if Price and company failed to follow through the recycler's new fee structure to restore services could be expected to be exorbitant.
Price himself has posted on these pages that "NuLixo has agreed to put up bonds to protect those cities." That's what those bonds would be designed to protect against. Very expensive insurance, the cost of which varies directly with the unreliability and lack of history of Price and company.

Difficult, expensive and to the residents, worrisome.
