Collins, et al, could easily push forward and choose not to settle and demand SCOTUS perform a full review on the NWS and single director constitutionality.

That's probably not a risk they want to take. If they can get a reasonable settlement, I'm sure they'll take it.

Why roll the dice when SCOTUS could just as easily side with the Government and then Plaintiffs end up empty-handed.

It seems some are forgetting the last 8 years of Court losses.
