No pumping is needed. If they need money, they will use dilution to finance their operation easily. It boils down to what traders think the market cap is worth. In one announcement that has no tangible value, traders dropped the price by 62%. This gives the right to the company to dilute by 60% when they do a RS. It is really traders problem.
