as one looks at consent decrees on voting - schools - police - for sure the city/state/agency gives up control on key but SELECT areas that the decree deals with

I do not think any such agreements replace the people in the agency

So I think that is an overstatement

Yet - yes - IMO - a consent decree takes away the power of FHFA in the specific areas addressed

So if it says NWS is dead - its dead
So if it says Senior Paper is paid off - its paid off (Treasury is curtailed by that)
