You could be right. It would likely be more cost effective to remove top soil and process the easily accessible shallow deposits. Also open mining is much safer.

I don't see anything wrong with this. Most countries have laws requiring containment of materials and returning of soils to original or productive state after mining. Sri Lanka GSMB looks to be keeping the rules tight as far as I find. Including sand waste run off and even child labor abuses.

It's mining. so yes, it is disruptive. I have been to several Nevada gold mines where family members worked. Lots of rules.
