The Government document alone doesn't suffice.. All you get is 48 pages of Spanish showing that all permits and consignments for a $7 Billion dollar project have been issued to an UNKNOWN COMPANY

The picture doesn't suffice! All you get is that there are plans to build pipelines to stretch the Isthmus by an also UNKNOWN COMPANY.
