My recollection may be off- I believe trump relegated control to the states- he's a busy guy- fore!. I know here in Massachussetts, after world leading hospitals were unable to get adequate ppe(personal protective equipment) early on, namely masks, the owner of the NE Patriots coordinated with local hospitals(Boston, etc) and sent the team plane (to south korea I think) to pick as many masks as the plane could hold. A portion of the load was shared with New York as they were getting battered, and our leader basically laughed.

So what had NIH accomplished over the prior QUARTER CENTURY to help prepare defenses for a major biological event? From my perspective, they didn't do Sh**. What had they done to show they deserved the money being dumped into their coffers every year? Not much since we were so lacking in all areas for a major biological event.
The better question is what has the current administration reduced, cut,denied, and ignored in federal health departments prior to the covid outbreak? It's public record.
