That's ridiculous horseshit. The thought that receivership should have been declared is immaterial. It wasn't.
The far greater possibility is that FHFA is forced to recap via retained earnings, no IPO, and JPS remains in debtor's prison for 8 to 10 years with no dividends and no liquidity to cash out except at a loss WAY below par.
