No it does not mean that virus has not been isolated. It means that at the time of this particular testing "no quantified virus isolates of the 2019-nCoV" were available. Canadian's had a related problem earlier:

But that is not the whole story. Here I will brave onto thin ice (corrections to what follows welcome).

What looks like still not definitely proven is the answer to this question: Do those isolates cause SARS-CoV-2? That would be needed to strictly satisfy Robert Koch's postulates. Matching gene sequences using RT-PCR test is not considered definitive proof by all virologists.
