You're correct, they only intend to request deregistration, which to me says they will voluntarily complete it, as they proceed to state that would permit them to finish their financial audits. From reading about deregistration, it seems it might come down to how many shareholders VODG has. If it's under 500, deregistration is possible. If it's over, it will be revoked. I know this used to routinely go several days in a row without trading and sometimes weeks, so there's not that many shareholders, but under 500? That's a low number.
