I was unaware of a revocation notice. Could you share a link to this? I did some searching but all I can find is the suspension notice.

I would assume the revocation notice came out later than the suspension notice, as it states in Section 3 that they need to determine whether "it is necessary and appropriate for the protection of investors to suspend for a period of not exceeding twelve months, or revoke the registration of, each class of securities..." So if revocation was already set in stone, it wouldn't make any sense to include this as something that needs to be determined.
