They won't have to worry about funding the manufacturing. Whoever partners with them will carry that burden.

A small sample size of positive results will begin the process. My gut tells me there are already a few suitors simply waiting for data before a deal moves forward. If results are favorable, They will order raw materials and begin manufacturing. Final testing and manufacturing will occur simultaneously.

Keep in mind there can and should be multiple therapeutics available on the market as each drug will have different side affects on humans. Don't be concerned because a different drug was used on the POTUS. There will be plenty of future patients!
