So what you're saying is that it is inconceivable that an agency or branch of government is above being corrupt and acting on behalf of their donors/bosses? Lets not be naive. If you are a Trump supporter you would claim that the CIA acting on behalf of the Liberal donors and DNC sprung the Russiagate conspiracy on Trump. If they are capable of doing that to a sitting President I don't see how you would think they aren't capable of doing anything the donors want. I am not a Trump or Biden supporter but realize what happened because I'm not blindly loyal or a fanboy of any of these corrupt criminals. Our government is beyond corrupt and capable of anything.
