There is no mention of this possible business dealing anywhere else that I can find. I'm thinking the Koreans were just being polite. Like when you go to view a house for sale and politely say "it's nice" just to get out of there. Doing business in the Philippines is an altogether different animal and I wouldn't bet a wooden nickel on the ability to be successful in attempting to do so.
