Hard pressed to call a sp increase from .0373 (9/15) to .115 (9/30) dilution. 308% increase while diluting?

My money, meaning I am buying, is there is no dilution since last weeks PR.

~70m shares in the OS, confirmed by IR at least 10 times.

Update to SS will be out in a week or so, and truth will be known.
