But doesn't this mean that the SEC civil proceeding will take, at minimum, another year, and that any criminal actions against Foley are delayed until the SEC action is complete?

In that way, isn't the SEC just acting to protect Foley from justice? For years?

Not that that's what they intend. It just sort of works out that way, looks like.
