Problem here is that they are trying to re-invent the wheel. Think, all those years of growing veggies under lights and these guys come along and need government support to revolutionize an industry. It isn't going to happen because there is no value in what they are doing. If, big if, they are lucky enough to find a sucker to buy them out, only then will there be any kind of decent movement. Until then they will be begging the Sask gov't for more money in perpetuity.
