Don't forget the regulatory agencies.....the bonuses will flow there because of the 1 billion dollar fine. It keeps them in a positive light among themselves and lawmakers and they can point to it to justify their bloated workforces and exhorbitant salaries. SEC and CFTC have some of the highest paid employees in the US govt.

It is just like you said, the Fed will eventually give them back the money one way or another.
