Read pages 8 thru 20 and you will see what I mean. Pretty useless unless the insiders are
Dumping unregistered stock with out filling!!
We had all those rules on the book any way.
I guess SEC Has to make their existence
Useful after all!!
If SEC WANTED to protect the retail they would start by banning and fining the market maker for
Selling phantom shares!!
IMHO, It's a joke.
