It's going to SCOTUS coz there's no way for Gooberment to settle all the suits. That would take a year or two of negotiations. At this juncture it's better for all involved moving forward to have the Courts settle it otherwise da Gooberment will just ignore their own settlement, make up new BS and screw all involved again. They're not to be trusted without a muzzle and a leash.
