[Almost A Myth]

If you want to base your theories about the float and such on guesses, that is probably the source of your confusion.

Knowing what the float is, how it works, and how it affects PPS, is essential to understanding terms like "locked float".

I already know how the float works, and how it's pushed us up....what 3,700%....over the last several years. "Locked float" does not mean people can't sell. Nor does it mean there are no shares to buy. In a slow market a locked float isn't as easy to recognize.

The really fun part about how the float works is yet to come. Just remember....people are more inclined to sell when the PPS goes up. But when there are no shares for sale because nobody holding shares (the float) wants to sell....then you'll want to be familiar with how the float works in a situation like that.
