what you quoted are three footnotes. Look at the table above where this footnotes are identified.

The table list the:

1) amount to be registered (this latest S-1 list 485,725,155
2) next column. "Proposed Maximum Offering Price Per Share".

There it states $0.0017(2). notice foot note #2. Footnote #2 two states

"Estimated solely for the purpose of calculating the amount of the registration fee in accordance with Rule 457(c) under the Securities Act of 1933."

3) Then move over two more columns to "Amount of Registration Fee (3)" Notice Footnote #3, which you quoted states:

"Based on the price per share of $0.0017 for Marijuana Company of America, Inc.’s common stock on August 31, 2020, as reported by the OTC Markets Group."

They just stated in footnote #2 the $0.0017 was solely for the purpose of calculating the amount of the fee! Thus the reason footnote #3 states $0.0017! That is merely the estimated price for estimating the fee.
