Plant has not started reassembly is what I heard

The kiln is sitting awaiting reassembly is what I heard, Why the dilution if the funding was coming. Why did reassembly not start when kiln arrived. What exactly is the 2.5 or 250 mil going to be used for, Give us a time line of reassembly and testing.
