He stocks all his animals. Tagged and released into his property to roam and live within the 4 mile parameter as wild. However currently they are considered livestock and treated as such in regards to harvesting. The state is taking them to court trying to re-classify them as wild and subject to fish and game. Right now you need no license or tag to hunt his property the reclassification would change all that. Bottom line is he's making bank and the state wants a bigger piece.
